Howdo you put down the ORB? fill in(A)燃油倉的壓載或清洗 ballasting orcleaning of oil fuel tanks(編者注:我司船舶均為散貨船,非特別情況下,不存在用燃油倉壓水后的清洗、清洗水的處理問題,故該節(jié)內(nèi)容略去)(b)從(a)項(xiàng)所述油艙排放壓載水或洗艙水Discharge ofdirty ballast or cleaning water from oil fuel tanks reffered to undersection(a)(同上“a”的原因,該節(jié)內(nèi)容略去)(c)殘油(油泥)的收集和處理 collectionand disposal of oil residues (sludge)1)“c”項(xiàng)內(nèi)所涉及的油柜、柜名必須與iopp證書附錄第3項(xiàng)中所列的油泥(油渣)艙(柜)相同。如實(shí)際中有某污油柜,但未被列入iopp證書附錄,也不得在記錄中出現(xiàn)(在下次經(jīng)船級(jí)社檢驗(yàn)、更改后方可記錄)。2) c11.1和c11.2均指“殘油(油泥)”的形成,但是有細(xì)微區(qū)別,應(yīng)根據(jù)油泥(油渣)艙(柜)的性質(zhì)分開填寫,c11.1主要指凈化燃、潤油所產(chǎn)生的油泥,c11.2主要指機(jī)器處所排放,泄露,耗油等所產(chǎn)生的油泥(油渣)。3) 如航次加油單據(jù)上列有雜質(zhì)含量百分比,應(yīng)使用該比例計(jì)算。如無,則按估算公式估算:留存在船上的油渣數(shù)量=油渣產(chǎn)生量-油渣(焚燒爐+輔鍋爐)處理量。分油機(jī)每日產(chǎn)生油渣數(shù)量=(0.008 至 0.01) × 重油日消耗量 + 0.005 ×柴油日消耗量。4) “c11.殘油收集”填寫的周期:記錄要求是:“每一航次結(jié)束時(shí)?,但不宜過于頻繁,一周不超過一次”。從實(shí)際操作中可以理解為這里的“航次”,并非傳統(tǒng)意義上的“航次”,即:從“卸空”到“卸空”,而是“從甲港到乙港”,那么,“每一航次結(jié)束時(shí)”也就是每次“船舶到港時(shí)”。因?yàn)榇暗礁酆?,在港期間,油泥(油渣)量基本不變,檢查官可以根據(jù)c11記錄的油泥(油渣)量到機(jī)艙測量核對(duì),檢查記錄是否與實(shí)際油泥(油渣)量相符。因此,到港沒有記錄,檢查官就可能會(huì)不滿,故可按以下辦法記號(hào)錄:航程超過一周的“長途航行”,可預(yù)先“規(guī)劃”,約10天記錄一次,最多一周不超過一次,但到港時(shí)應(yīng)記一次;航程小于一周的“短途航行”(有時(shí)會(huì)發(fā)生一周內(nèi)??慷€(gè)以上港口的情況),不強(qiáng)求二、三天記錄一次,但每到一港,記錄一次即可。從PSC反饋經(jīng)驗(yàn)來看,回船籍港或停靠歐洲、北美、南韓、澳洲等檢查嚴(yán)格的港口,C11可相應(yīng)記得細(xì)密些。5)“C12殘油的處理”:殘油的處理其實(shí)只有三個(gè)去向,即:Ⅰ. 排入岸接收設(shè)備(C12.1)。處理后,船長應(yīng)從駁船和槽罐車等接收設(shè)備的作業(yè)人員處得到一份詳細(xì)說明轉(zhuǎn)駁的殘油或油性混合物數(shù)量及轉(zhuǎn)駁日期、時(shí)間、港口的收據(jù)或證明。這樣的收據(jù)或證明附于《油類記錄簿》,一并妥為保存。Ⅱ.“駁入另一(其它)油艙”(C12.2)。這里的“駁入另一(其它)油艙”系指油泥(油渣)艙(柜)之間的轉(zhuǎn)駁,如:分油機(jī)下的油渣柜→污油柜;盼更箱油渣柜→污油柜;廢(污)油柜→污油柜;污油柜→焚燒爐油渣柜;等等。這些涉及的柜都必須是“附錄”中標(biāo)列的。以前,將污油駁入燃油艙是一種“處理”殘油的合法途徑,并在《油類記錄簿》中有相應(yīng)的記錄條目,但現(xiàn)在再“與所裝燃油混合”,就屬于非法操作,不能將油泥(油渣)駁入燃油艙(當(dāng)時(shí)空艙也不行)、燃油日用油柜、燃油沉淀柜或艙底水儲(chǔ)存艙(柜)。事實(shí)上,污油(渣)是不可能再進(jìn)入主機(jī)“用”掉的。另外,“駁入另一(其它)油艙”還要求注明油艙的編號(hào)和油艙的總?cè)萘?,在此,“總?cè)萘俊敝傅氖窃谠撆搩?nèi)存放的殘油總量(The totalcontent of tank),而不是填該艙的艙容(Capacity oftank),注意不要混淆。C12.4一般不采用,如將臟污滑油駁入主機(jī)燃油沉淀柜供主機(jī)使用,這種操作、記錄應(yīng)避免。Ⅲ. 焚燒(C12.3)。應(yīng)考慮到幾個(gè)方面:首先,焚燒爐的實(shí)際處理能力必定小于或等于證書設(shè)計(jì)處理能力,使用多年設(shè)備尤其不可能達(dá)到額定焚燒量。其次,所焚燒的油泥(油渣)往往含有一定量的水分,也會(huì)降低處理能力。另外,焚燒的時(shí)間、地點(diǎn)(通常港區(qū)內(nèi)是不得焚燒的),焚燒爐實(shí)際能連續(xù)使用的時(shí)間,等等。焚燒爐一般配備專用污油柜,用于對(duì)廢油進(jìn)行加熱、沉淀、放殘水,因此,從前期準(zhǔn)備工作到焚燒作業(yè)開始,往往要有一定的時(shí)間間隔才比較客觀。檢查官可能檢查設(shè)備與管路溫度是否與記錄的焚燒時(shí)間相符。應(yīng)該指出,部分船舶使用自制焚燒爐,并在《油類記錄薄》及《垃圾記錄簿》中記載焚燒作業(yè),實(shí)際上,由于自制焚燒爐未經(jīng)由船級(jí)社檢驗(yàn)發(fā)證,IOPP證書中無該設(shè)備登記,《油類記錄薄》則沒有理由出現(xiàn)所謂“焚燒油渣、油垃圾”之類的“非法”記錄,這種情況在PSC檢查中被發(fā)現(xiàn)是要引起麻煩的。(D)、機(jī)器處所積存的艙底水非自動(dòng)方式排出舷外或其它處理 non-automaticdischarge overboard or disposal otherwise of bilge water which has accumulatedin machinery spaces1)要做好D項(xiàng)記錄,首先要掌握船上含油污水駁運(yùn)、處理、排放系統(tǒng)的實(shí)際布置,其次,油水分離器處理能力、設(shè)備、艙柜的名稱、數(shù)據(jù)必須與IOPP證書附錄記載相符,并備有相應(yīng)的產(chǎn)品說明書和型式認(rèn)可證書供檢查員核查。2)艙底水的排放(D13.),沒有、也不應(yīng)當(dāng)有“規(guī)定”的次數(shù)和數(shù)量,艙底水來自水密封的泵浦、尾軸管泄露;燃油管系或法蘭,蒸汽,海水、淡水,鍋爐水系統(tǒng)等的滴漏,它取決于機(jī)艙設(shè)備的維修保養(yǎng)狀況、船員素質(zhì)、船齡等。理論上,有艙底水就處理,有多少,就處理多少。現(xiàn)實(shí)中,對(duì)于10000總噸以上油密封的尾軸管船舶,正常情況下,每天約有3.0m3的艙底水產(chǎn)生是合理的。在每次填寫油水分離器排放的數(shù)量時(shí),應(yīng)經(jīng)過計(jì)算核實(shí),通常設(shè)備越老,效率越低,油水分離器的實(shí)際處理能力必然小于證書注明的額定最大排量,因此,填寫的處理總量應(yīng)小于油水分離器的額定最大排量×排放的時(shí)間(D14.)。作業(yè)時(shí)間是整點(diǎn)起、整點(diǎn)停,尚屬正常,排出的水每次都是整數(shù)就不合理了。3)處理艙底水(經(jīng)油水分離器)一定要注意避開特殊地區(qū)、禁排區(qū);排放的時(shí)間跨度、數(shù)量和始、終船位要合理。4)為了和D15.3記錄互相呼應(yīng),在D15.1的記錄中,艙底水是來自艙底還是艙底水儲(chǔ)存(柜)要注明,同時(shí)寫出留存在艙底水儲(chǔ)存艙(柜)內(nèi)的艙底水量。 5) D15.2用于填寫艙底水的送岸接收情況,機(jī)械處所積存的艙底水,如需排放港口接受設(shè)備(駁船或槽罐車等),輪機(jī)長事先應(yīng)向船長申報(bào)、獲準(zhǔn)。處理后,務(wù)必向接受方索取一份有效收據(jù)或證明存檔。6) D15.3: 此項(xiàng)工作沒有明確規(guī)定操作頻率, 建議每周至少記錄一次艙底水轉(zhuǎn)駁情況和在船儲(chǔ)存量,在港停泊時(shí),艙底水過多,可暫時(shí)駁送到污油水艙或集污艙,并說明轉(zhuǎn)駁數(shù)量和轉(zhuǎn)駁后鋤存在污油水艙或集污艙內(nèi)的艙底水總量。BUNKERING OF FUELOIL OR BULK LUBRICATING OIL只要加裝燃油、散裝潤滑油作業(yè),就必須記錄,而且這種“作業(yè)”一旦已完成,就應(yīng)及時(shí)記錄,除非檢查員到船時(shí)該“作業(yè)”尚未完成。應(yīng)核對(duì)大管輪、二管輪主管的《潤滑油記錄簿》、《燃油記錄簿》,避免數(shù)量不符或漏記。(I)補(bǔ)充的作業(yè)程序和一般說明 ADDITIONAL OPERATIONAL PROCEDURES ANDGENERAL REMARKS解說: 必要時(shí)填寫,如含油垃圾的焚燒處理,或油艙(柜)的清洗等情況。65. where can you find the job on board?67. 大型主機(jī)進(jìn)港前S/B時(shí)應(yīng)該注意檢查和實(shí)驗(yàn)什么。68. 作為C/E,您怎樣處理機(jī)艙和甲板之間的關(guān)系。69. 作為C/E如果您遇到業(yè)務(wù)特別差的輪機(jī)員,您怎么辦。70. 對(duì)于期租或航租船,每次到港或到期,SURVEYOR要上船量油,如果由于不可抗拒的原因,油短缺了,作為C/E您怎么辦。71. 您是否更換過發(fā)電機(jī)曲軸或凸輪軸?72. 您怎樣組織和領(lǐng)導(dǎo)輪機(jī)人員開展工作?73.
